There is a specific kind of magic that happens when you stand on a piece of dirt that belongs to you. I’ve stood on a lot of it: some of it muddy, some of it steep, and some of it so beautiful it makes you want to stop talking and just breathe.

When you’re looking for land in East Tennessee, the choices can feel a bit overwhelming. You aren't just buying acreage; you’re choosing the backdrop for your next meaningful chapter. Whether that’s building a "forever home," starting a small homestead, or securing an investment for the future, the location is everything.

Two of the biggest players in our neck of the woods are Washington County and Sullivan County. They sit side-by-side, sharing borders and a whole lot of mountain air, but they offer very different "personalities." If you’re torn between the two, you aren’t alone. It’s one of the most common questions I get as a REALTOR®.

The Heart of the Tri-Cities: Washington County

If you’re looking for a blend of deep history and energetic growth, Washington County is usually the first stop. It’s the home of Jonesborough: Tennessee’s oldest town: and Johnson City, which has been booming lately with new restaurants, shops, and a revitalized downtown.

In Washington County, the land tends to feel a bit more "mountainous" the further south and east you go. You’ll find dramatic ridges and deep valleys. If your dream involves a long, winding driveway that leads to a house tucked away in the trees with a view of the Unaka Mountains, Washington County is your place.

Jonesborough offers that quiet, historic, small-town charm that feels like a movie set. Buying land on the outskirts of Jonesborough means you get the peace of the country while being ten minutes away from a world-class storytelling festival and some of the best coffee shops in the region.

The Technical Side: Zoning and GIS

From a professional standpoint, I love working in Washington County because of their transparency. Their Washington County Land records and GIS (Geographic Information Systems) are incredibly user-friendly. When we’re scouting land together, we can quickly look up flood plains, topography, and stormwater management.

Washington County created its zoning office in 1989 and follows the 2018 International Residential Code. They have a solid team of building officials who oversee everything from residential dwellings to flood plain management. It feels organized and professional: which is exactly what you want when you're navigating the permit process for a new build.

Then there’s Sullivan County. If Washington County is the "heart," Sullivan County is the "hub." It’s home to Kingsport and Bristol, and it’s the gateway to some of the most stunning water features in the state.

The landscape here is often characterized by rolling hills and, of course, the water. If your "next chapter" involves a boat or a fishing rod, Sullivan County Land is likely where you’ll end up. Between South Holston Lake, Boone Lake, and the rivers that weave through the county, there is a lot of "blue" to go with the "green."

The land in Sullivan County often feels a bit more accessible. While you still get the mountains, the terrain can be slightly gentler in many areas compared to the steep ridges of southern Washington County. It’s perfect for those who want space for a garden or a couple of horses without feeling like they’re living on the side of a cliff.

The Technical Side: Taxes and Zoning

One of the biggest "pros" people point to for Sullivan County is the property tax rate. Based on recent data, Sullivan County typically has slightly lower median property taxes compared to Washington County. While the difference might only be a few hundred dollars a year depending on the property, over a lifetime of homeownership, that adds up.

Sullivan County has had zoning in place since 1988. They distinguish very clearly between Building Permits (for your actual house or garage) and Zoning Compliance Permits (for multi-family or commercial use). They are very structured with their planning meetings, which makes it easy to know exactly when and where to go if you’re looking to rezone a piece of property.

  2. What does my commute look like? If you work in the medical field at the Med Center, Washington County land is likely going to make your life a lot easier. If you’re at Eastman or working near the Bristol Motor Speedway, Sullivan County is the clear winner.
  3. What is my long-term goal for the land? Are you planning to build a high-density residence, or are you looking for agricultural freedom? Each county has different "favors" when it comes to their zoning districts.
